H.R. 3766: A Misguided Attempt to Control Enrichment and Reprocessing Technologies
The stated aim of H.R. 3766 is to stop the spread of enrichment and reprocessing (E&R). The U.S. nuclear energy industry recognizes the importance of limiting the spread of E&R technologies, and strongly supports the use of effective policy tools for achieving that goal. H.R. 3766 would impose a requirement that countries forswear E&R as a condition for a U.S. civil nuclear cooperation agreement. This unilateral and inflexible approach would have unintended, adverse consequences for U.S. commercial and nonproliferation interests alike—significantly reducing the number of countries willing to engage in civil nuclear commerce with the United States.
