Performance Indicators Monitor Effectiveness
Once expectations and guidance for the materials reliability program were established, the executive oversight group turned its attention to developing a mechanism for ensuring consistent industry-wide implementation of the initiative and monitoring its effectiveness. The mechanism uses performance indicators that address the following broad areas:
The materials initiative performance indicators are solely for industry monitoring purposes and have no regulatory basis or significance. In addition, the results of the indicators are at a broad industry level, reflecting the performance of many companies and individual issue programs under the initiative. Unlike the performance indicators used in the NRC’s oversight of nuclear power plants, the industry’s materials initiative indicators do not always apply to individual plants.
Each indicator uses a protocol for assigning points. For example, three performance indicators track industry performance. The information used to assess the indicators comes from such sources as the issue programs, INPO and individual utilities. The results of each indicator fall into one of four color-coded categories—green, white, yellow or red—depending on the points assessed. Green reflects the highest level of performance, while red reflects a significantly degraded indicator. Anything short of a green result means that a portion of the industry’s materials program needs extra attention.

- strategic planning and overall performance by the individual issue program
- the industry’s consistency in implementing the materials initiative, including following the guidelines
- the material condition of nuclear plants in areas covered by the initiative
- the industry’s efficiency and effectiveness in working with the NRC, meeting regulatory requirements and self-identifying materials issues or concerns.
