This European Commission study released in 2003 finds that nuclear energy causes the least socio-environmental damage among baseload electricity generation sources. According to the report, "Policy actions could therefore be taken to tax the most damaging fuels and technologies...or to encourage those with lower socio-environmental costs (such as renewables or nuclear). European citizens want to live in a more sustainable world."
