In a comment letter to James Lee Witt Associates, LLC, regarding "Review of Emergency Preparedness at Indian Point and Millstone, January 10, 2003, NEI said that "the report undermines public confidence in a state-of-the-art emergency preparedness program that is the proven standard for orderly, successful evacuations of the public."
