NEI's Operability Determination Training introduces students to NEI 18-03, a technical report that provides a process to ensure appropriate steps are taken to ensure plant safety and technical specification compliance are maintained when deficient conditions are identified in structures, systems and components. The training will expose students to multiple examples that may be encountered and provide the required knowledge and skills to evaluate operability.
NEI and Pete LeBlond of LeBlond & Associates have teamed up to offer this new course in a virtual learning environment. The three-day course will feature topics like:
- Operability determination process entry conditions
- Relationship between operability determination and corrective action
- Key operability terms and concepts
- Use of margins during operability determinations
- Relationship between 10 CFR 50.55a codes and standards and operability determinations
- Elements of effective operability determinations, including:
- Use of compensatory actions
- Treatment of support functions
- Comparison between NEI 18-03 and NRC inspection guidance, IMC-0326.
This course includes an online examination to support the qualification process. A certification of training completion will be awarded after successfully passing the examination.

An administrative fee equal to 10% of the amount paid for registration will be assessed to those who submit cancelation notices in writing on or before January 10, 2025.
